The Voice of Russia's senior analyst, Mikhail Berestov reported on September 2, 2011 "No great wonder, appropriate overtures are being made to New Delhi and India may join non-NATO powers like Australia and Russia in cooperating with NATO." The report suggested that India may be allowed a role "on normalizing Afghanistan, staging wargames, combating terrorism, drug trade and cyberspace crime and exploring possibilities for regional and global missile defence." U.S. NATO ambassador Ivo Daalder was quoted as suggesting that India should abandon its non-aligned role and join NATO. A Voice of Russia analyst quoted Robert Pshel, head of NATO's Information Office in Moscow, as saying "I agree with Mr Daalder that many modern threats are global, and tackling them without emerging powers like India is hardly possible." Dr, Boris Volkonsky of the Russian Strategic Research Institute was quoted as seeing a link to the regional wars currently waged by NATO. "What next for Libya after Gaddafi is history and what next for Afghanistan after the announced pullout deadline of 2014 is fuel for guesswork. In the meantime, this August was America's bloodiest month in Afghanistan. An ally like India would strengthen Washington's hand in South and Southwest Asia and other world areas." One ulterior motive may also be at work, namely, that of shared Indian and American fear of the rising dragon of China, the report added. According to the Voice of Russia report, "observers in Russia call attention to the fact that the American ABM overtures to India coincide with announcements about planned interceptor positions in Rumania and an early-warning radar in Turkey." The United States and India have already studied the possibility of a joint missile defence system but former Defence Secretary Robert Gates had stressed that "talks were only in their early stages." Until now, India's policy had been to develop its missile shield domestically, closing a potential multibillion- dollar market with American manufacturers Boeing, Lockheed Martin Corp, Raytheon and Northrop Grumman Corp — the biggest players in the emerging ground, air, sea and space based U.S. missile defence system. But this may be changing in line with a breakthrough Indian decision to buy Lockheed's C-130J military transport aircraft. Until now the government has emphatically characterised the mission as being civilian in nature. ... In the interview, the minister is quoted as saying: "I have repeatedly said: we must guard against superimposing our idealistic Dutch ideas on the hard realities of a war zone. Parliament may say it's a civilian mission, but it's primarily a military one." He said he was glad parliament had given the go-ahead for the mission. Vondra visits the Czech troops stationed in Afghanistan every half year. Now he has been accompanied by Czech chief-of-staff Vlastimil Picek, Czech military intelligence head Ondrej Palenik, Czech ambassador to the USA Petr Gandalovic and Czech lower house deputies. In a speech to the soldiers, Vondra said demanding military tasks are ahead of them. Moreover, they will start training members of the Afghan police's special unit... The Czech unit's commander Karel Rehka recalled that the unit arrived in Afghanistan in early July. It has carried out almost 50 military operations by now. The base was completed late in August. The Czech 601st special forces unit, in charge of reconnaissance and shock operations, is deployed in Afghanistan for the sixth time now, but this is for the first time it operates under the direct command of the international forces, ISAF. Before, it was deployed within the U.S.-led Enduring Freedom operation. Vondra yesterday also met Afghan Defence Minister Abdul Rahim Wardak, Interior Minister Bismillah Mohammadi and deputy head of NATO training mission in Afghanistan Jack Kem. He handed two SA 58 automatic rifle magazines to Kem and Mohammadi as a symbol of 2,000 such magazines the Czech Republic plans to send to Afghanistan. "I hope we'll establish closer cooperation in Afghanistan that will be bilaterally beneficial. The US would pay dearly if it tried to rein in China's rise, says an article on the website of Foreign Policy bimonthly magazine on Sept 2, 2011. The article quotes "Asian Alliances in the 21st Century," a report published by the Project 2049 Institute, a conservative think tank that focuses on East Asia, as saying that Americans must regard China as a national security threat. The report believes that "China's military ambitions threaten America's Asian allies, raise questions about the credibility of US alliance pledges, and imperil the US military strategy that underpins its global primacy." The authors of "Asian Alliances" tend to infer China's intentions from its capacities, says the article. They describe China using missiles and bombers to launch a devastating attack on Taiwan and the United States responding with a missile strike against the mainland. The only way to preclude such a cataclysm, the authors argue, is to adopt much tougher counter-measures: rollback, in Cold War terms. The "Asian Alliances" report suggests that a military partnership should be established among the United States, Japan, South Korea, the Philippines, Indonesia, and others. But it's hard to believe that these states would agree to join such an explicitly anti-Chinese coalition, says the article. And there's also the danger that China would react by concluding that time was no longer on its side, thus turning the coalition into a devastatingly self-fulfilling prophecy. The costs for the United States would be greater, it cautions. Americans are too obsessed with the economy right now to spare a thought for national security, but the debate is waiting in the wings. "The threat of terrorist attack is very real, but diminishing. Al Qaeda is not the national nightmare it once was. Are Americans going to replace it with a new nightmare -- or rather, a recycled one from the depths of the Cold War? I certainly hope not. China's regional ambitions do need to be checked. To grasp its sweep, it helps to visit Fort Campbell, Ky., where the Army will soon open a $31 million complex for wounded troops and those whose bodies are breaking down after a decade of deployments. The Warrior Transition Battalion complex, the only four-story structure on the base, towers over architecture from earlier wars. "This unit will be around as long as the Army is around," said Lt. Col. Bill Howard, the battalion commander. As the new complex rises, bulldozers are taking down the last of Fort Campbell's World War II-era buildings. The white clapboard structures were hastily thrown up in the early 1940s as the country girded to battle Nazi Germany and imperial Japan. The buildings, like the war the country was entering, were supposed to be temporary. The two sets of buildings tell the story of America's embrace of endless war in the 10 years since Sept. 11, 2001. In previous decades, America viewed war as an aberration and peace as the norm. Today, radical religious ideologies, new technologies and cheap, powerful weapons have catapulted the world into "a period of persistent conflict," according to the Pentagon's last major assessment of global security. In the decades after Vietnam, the U.S. military was almost entirely focused on training for a big, unthinkable war with the Soviet Union. There were small conflicts, such as Grenada, Panama and the Persian Gulf War, but the United States was largely at peace. After the Soviet collapse and America's swift Gulf War victory, the military bet that it would be able to use big weapons and vastly better technology to bludgeon enemies into a speedy surrender. It envisioned a future of quick, decisive and overwhelming victories. A decade of war in Iraq and Afghanistan has crushed the "smug certainties" of that earlier era, said Eliot Cohen, a military historian who served in the George W. Bush administration. Most soldiers and Marines in today's military have seen their entire careers consumed by combat. The long stretch of war has also isolated the U.S. military from society. Senior Army officials worry that career soldiers have forgotten how to take care of their troops outside the war zones. A 2010 Army study partially blamed the service's unusually high suicide rate on the "lost art of leadership in garrison." Other top military officials fret that the troops are developing a troubling sense that they are better than the society they serve. "Today's Army, including its leadership, lives in a bubble separate from society," wrote retired Lt. Gen. David Barno, who commanded U.S. forces in Afghanistan, in an essay for the website of Foreign Policy magazine. "This splendid military isolation – set in the midst of a largely adoring nation – risks fostering a closed culture of superiority and aloofness. This must change if the Army is to remain in, of, and with the ever-diverse peoples of the United States." The Iraq and Afghanistan wars have not had the broad cultural impact of previous conflicts such as World War II or Vietnam. The new wars have not produced war bonds, internment camps, victory gardens or large-scale counterculture protests. The endless conflict, however, has changed the way Americans view war and peace. Call of Duty, a series of video games, offers up a fun-house-mirror reflection of this new understanding of conflict. The popularity of the series soared in 2009 with the launch of Call of Duty: Modern Warfare 2, which portrayed U.S. troops locked in a struggle with the Taliban. The game's conflicts are unending. "You find yourself doubting why we fight," said Lee Brimmicombe- Wood, an industry veteran and game designer. "Villains are killed, but you are left in the end with a completely devastated world." Victory is unattainable. Peace has also faded from any debate in Washington surrounding the wars. In June, when President Barack Obama laid out his plans to begin reducing U.S. troops in Afghanistan, he sought to assure a weary American public that the country's longest war was drawing to an end. "Tonight we take comfort in knowing that the tide of war is receding," he said. "And even as there will be dark days ahead in Afghanistan, the light of a secure peace can be seen in the distance." Obama was not promising an end to America's wars. He was suggesting that the United States needed to find new, more cost-effective ways of fighting them. Even as the Obama administration has started to cut troop numbers in Afghanistan, it has ramped up drone strikes and the use of special operations forces in places such as Yemen and Somalia. One lesson of today's endless war seems to be that Americans will have to learn to live with a certain amount of insecurity and fear. "In this world we will not 'win wars,'" Anne-Marie Slaughter, a former Obama administration official, wrote in the British foreign-policy journal RUSI. This decision comes at a time when the alliance has begun to perceive Turkish foreign policy goals as a deviating from those of the Western club. One Western official commented on the Turkish decision to host the missile defense radar saying, "Turkey is back in the club." Contrary to some claims, Ankara is understood not to have any real concerns that Iran will target its neighbor to the west. Instead, Ankara has taken the US offer to host the missile radar on its soil on order to display to its Western partners that it will abide by NATO principles, provided that NATO will safeguard Turkish national interests. Deploying radar on its soil falls in line with Turkish interests in many ways. One of those is that inclusion in the US-led missile defense shield project, to be set up under NATO's umbrella, will allow active Turkish participation in the alliance's ongoing project to build an anti-ballistic missile system. Secondly, by strengthening its ties with NATO in this way, Turkey sends a message to any of its neighbors who may have hostile intentions toward Turkey that it has NATO to turn to. Turkey disclosed last week that it has approved NATO's deployment of early-warning defense radar on its soil. The US AN/TPY-2 X-band radar could be deployed in the country as part of the NATO missile defense system by the end of the year. A site has already been identified for the radar at a Turkish military installation, although officials declined to specify where. There is, however, speculation that the radar could be deployed in Muş and Malatya in eastern Anatolia or Diyarbakır in the southeast of the country. While Turkey has been busy with internal developments, Washington has been pressing Ankara to make a quick decision about hosting the radar. In turn, Ankara told Washington that it would not be able to make a formal decision until after the June 12 general elections. The elections resulted in a third victory for the ruling Islam-based Justice and Development Party (AK Party) which has already irked its Western partners, and in particular the US, by the orientation of its foreign policy. Under AK Party rule Turkey has begun pursuing a foreign policy more independent of the US. While this policy has in many ways been the right one to safeguard Turkish national interests, and it has worked to improve Turkey's ties with its once-problematic neighbors, it has been misperceived by the US in particular as deviating from Western values. Turkey's decision to host the missile shield radar has been welcomed by Western countries, while neighboring Iran has raised objections, and Russia's reception has so far been cautious. ... NATO agreed in Lisbon in November 2010 not to specify Iran as a threat in its new strategic plan after Turkey insisted that no specific allusion be made to its neighbor or any other potential enemy. Though NATO agreed to this Turkish condition, it is an open secret that the basic reason for installing the radar portion of the missile shield on Turkish soil is to counter any possible missile attacks Iran may stage. ... Panetta, a former CIA director who took over the Pentagon's top job in July, was asked on the Charlie Rose television show whether the Arab Spring might spread to non-Arab Iran. Panetta responded: "Absolutely. " "I think we saw in evidence of that in the last election in Iran that there was a movement within Iran that raised those very same concerns that we're seeing elsewhere," Panetta said. "And I think in many ways, it's a matter of time before that kind of change and reform and revolution occurs in Iran as well." ...Panetta acknowledged the difficulties supporting such protests given the potential for backlash. "We should try to take every step to try to support their effort but at the same time, we've got to analyze each situation to make sure that we do nothing that creates a backlash or that undermines those efforts," he said. Iran's leaders had hoped the Arab Spring would spell the end of U.S.-backed regimes in the Arab world. Supreme Leader Ayatollah Ali Khamenei has dubbed it the "Islamic Awakening," inspired by Iran's 1979 revolution that replaced a Western-backed king with a Muslim theocracy. But Panetta offered a different interpretation of events and their impact on Iran. "I think the reform movement in Iran is learning one hell of a lot from what's happened in Tunisia and Egypt and Libya and Syria," Panetta said. Panetta listed factors made revolutions happen including social media and populations of youth who lacked hope for the future. "The fact is when people decide that that moment has come, that's a moment when tremendous change is about to happen," he said. "And I think it's true, not only in the Middle East. With Gaddafi's whereabouts still unknown and rebels controlling most of Libya, experts fear the real chaos is yet to come. Mohamed Hassan is one of Africa's most experienced diplomats. Just back from the Libyan capital, Tripoli, he says NATO bombing has turned it into a ghost town. "There are no police, there is no administration, there are no schools," he said. Law and order has been replaced by a motley crew of rebels. Some fear that the various groups who have emerged might soon start fighting each other. "Weapons stores have been raided, every man is armed with Kalashnikovs," said North Africa expert Peter Piccinin. "If the tribes fight for their independence the country will enter a never-ending civil war with brutal urban guerilla warfare." Analysts argue that even rebel leaders do not know where their fighters are from. "Rebel head Mahmoud Jalil was alarmed to find Islamist sleeper cells had joined his Tripoli offensive," Piccinin added. "A vast parallel structure of combatants has appeared – we have no idea who is in charge of them." NATO's hopes of a reliable replacement for Muammar Gaddafi are fading. Libya's rebels are deeply divided, and the chaos from NATO bombing is threatening to spread beyond the country's borders. In the turmoil, there are fears that religious extremists could be using Libya as a base to further their aims in North Africa. "Tunisian women got abortion rights 20 years before women in Belgium," said Anna Morelli, president for Women for Peace. "Under the last regime, divorced women got benefits. Revived Arab religious movements are trying to reverse that." Before the war, leaders from Barack Obama to Nicolas Sarkozy and Silvio Berlusconi shook, and even kissed, Gaddafi's hand. The rebels got the red-carpet treatment in Paris last week. According to Mario Franssen from International Observer Mission in Tripoli, who has just returned from Libya, the message from some locals is that the conflict may have created a Frankenstein's monster for Europe. "They warned us that we do not know what we are creating in Libya," he said. "It will be a free haven of all extremist groups which are just on the southern border of Europe." Pirates from failed Somalia made their coast a no-go zone. Frighteningly, Mohamed Hassan thinks that Libya is heading in the same direction. "Mediterranean will not be a safe sea. There will be pirates, and they will be obliged to control the Mediterranean, to make it safe," he said. "I do not think the French economy can support that." At the 2010 Lisbon Summit, NATO approved a new Strategic Concept and decided to develop the capability to defend NATO...At the Summit, NATO Heads of State and Government also decided to expand the scope of the NATO Active Layered Theatre Ballistic Missile Defense (ALTBMD) program to serve as the command, control, and communications network to support this new capability.. .The Allies welcomed the EPAA as a U.S. national contribution to the new NATO territorial BMD capability, in support of our commitment to the collective defense of the Alliance under Article 5 of the North Atlantic Treaty...EPAA Phase 1 gained its first operational element in March with the deployment of an Aegis BMD-capable multi-role ship, the USS Monterey, to the Mediterranean. This is certainly true in regard to Denmark's support for missile defense. One of the United States' key early cooperative efforts with allies on missile defense was with Denmark and the Home Rule Government of Greenland in upgrading the Thule early warning radar for BMD purposes. We're grateful to our Ally, Denmark, for its early cooperation. Expanding international efforts and cooperation on BMD with our allies and partners is a key objective of the Obama Administration's BMD policy. We've been working closely with our allies and partners in Europe, East Asia, and the Middle East to strengthen cooperation in regional approaches tailored to the specific threats faced in each region. ... [T]he United States seeks to create an environment, based on strong cooperation with allies and partners, which will eliminate an adversary's confidence in the effectiveness of missile attacks and thereby devalue the development, acquisition, deployment, and use of ballistic missiles by proliferators. To that end, President Obama has made international cooperation on missile defense a key Administration priority and is pursuing specific regional approaches in Europe, East Asia, and the Middle East. ... Europe Let me now discuss our efforts here in Europe, which has received a great deal of attention. In order to augment the defense of the United States and provide more comprehensive and more rapid BMD protection to our European Allies, in 2009 the President outlined a four-phase implementation plan for European defense. Through the European Phased Adaptive Approach (EPAA), the United States will deploy increasingly capable BMD assets to defend Europe against a ballistic missile threat that is increasing both quantitatively and qualitatively. The EPAA is being implemented within the NATO context. At the 2010 Lisbon Summit, NATO approved a new Strategic Concept and decided to develop the capability to defend NATO European populations, territory and forces against the growing threat from ballistic missile proliferation. At the Summit, NATO Heads of State and Government also decided to expand the scope of the NATO Active Layered Theatre Ballistic Missile Defense (ALTBMD) program to serve as the command, control, and communications network to support this new capability. These decisions have created a framework for Allies to contribute and optimize BMD assets for their collective defense. The Allies welcomed the EPAA as a U.S. national contribution to the new NATO territorial BMD capability, in support of our commitment to the collective defense of the Alliance under Article 5 of the North Atlantic Treaty. To implement the new NATO capability, NATO continues to make progress in developing the command and control procedures for NATO BMD, and when ready, the United States will be able to formally contribute the EPAA assets to the NATO BMD capability. Our European Allies also have systems that they could contribute as well. Some of our Allies, for example, have Aegis ships with advanced sensor capabilities that could provide valuable contributions even without SM-3 interceptors. Our Allies also possess land- and sea-based sensors that could be linked into the system, as well as lower tier systems, such as PATRIOT, that can be integrated and used to provide point defense. As President Obama has stated, the United States is committed to deploying all four phases of the EPAA. We have already made tremendous progress in implementing this new approach. EPAA Phase 1 gained its first operational element in March with the deployment of an Aegis BMD-capable multi-role ship, the USS Monterey, to the Mediterranean. The deployment of an AN/TPY-2 radar in the 2011 timeframe in Turkey will also be part of EPAA Phase 1. For Phase 2 of the EPAA, we concluded negotiations with Romania on May 4, 2011 to host a U.S. land-based SM-3 BMD interceptor site, designed to provide protection against medium-range ballistic missiles. The day before, on May 3, the United States and Romania announced the joint selection of the Deveselu Air Base near Caracal, Romania. We expect to sign the basing agreement in the near future. The land-based SM-3 system to be deployed to Romania is anticipated to become operational in the 2015 timeframe. In July 2010, we reached final agreement with Poland to place a similar U.S. BMD interceptor site there in the 2018 timeframe. We are currently in the final stages of bringing this agreement into force. Finally, with respect to Phase 4, the Department of Defense has begun concept development of a more advanced interceptor for deployment in the 2020 timeframe. ... We have also been clear that the United States cannot accept limitations or restrictions on the development or deployment of U.S. missile defenses...Let me be clear, the United States BMD capability is critical to our national security policy and countering a growing threat to our deployed forces, allies, and partners; and therefore, no nation or group of nations will have veto power over U.S. missile defense efforts. And while we seek to develop ways to cooperate with Russia on BMD, it is important to remember that under the terms of Article 5 of the North Atlantic Treaty, NATO alone will bear responsibility for defending the Alliance from the ballistic missile threat. ... East Asia While the progress made on the EPAA has undoubtedly gotten the majority of attention over the past two years, it is just one part of U.S. missile defense efforts globally. In East Asia, the United States is committed to working with our allies and partners...In order to implement our efforts in this region, the phased adaptive approach will build on the existing bilateral BMD cooperation with our allies and partners. Japan is one of our closest allies in the region, as well as a leader in missile defense and one of the United States' closest BMD partners. The United States and Japan have made significant strides in interoperability. The United States and Japan regularly train together, and our forces have successfully executed cooperative BMD operations. Japan has acquired a layered integrated BMD system that includes Aegis BMD ships with Standard Missile 3 interceptors, Patriot Advanced Capability 3 (PAC-3) fire units, early warning radars, and a command and control system. We also worked cooperatively to deploy a forward-based X-band radar in Japan. At the June meeting of the Security Consultative Committee ministerial, the Ministers welcomed the progress both countries have made in cooperation on ballistic missile defense, calling particular attention to the joint SM-3 program. One of our most significant cooperative efforts is the co-development of a next-generation SM-3 interceptor, called the Block IIA. This co-development program represents not only an area of significant technical cooperation but also the basis for enhanced operational cooperation. ..We also have jointly agreed to study future issues in preparation for transition to the production and deployment phase, as well as the potential for transfers to select third parties. The Republic of Korea (ROK) is also a key U.S. ally and...the United States stands ready to work with the ROK to strengthen its BMD capabilities. The ROK has acquired Aegis ships and PATRIOT batteries and has indicated interest in acquiring a missile defense capability that includes land- and sea-based systems, early warning radars, and a command and control system. We are working together to define possible future ROK BMD requirements. The United States looks forward to taking further steps to build upon this ongoing missile defense cooperation. Australia was one of the first U.S. partners on BMD when it signed a BMD Framework MOU with the U.S. in July 2004. Australia has been a strong supporter of the Nimble Titan series of multilateral missile defense wargames and bilateral technology cooperation with the United States. We continue to consult with Australia bilaterally regarding missile defense cooperation. Similar to some of our Allies in Europe, Australia has a class of combatants – the Air Warfare Destroyer – that uses the Aegis Combat System that could be upgraded in the future to provide a missile defense capability. ... The Middle East In the Middle East, the United States has had a continuous missile defense presence and seeks to strengthen cooperation with its partners in the Gulf Cooperation Council. A number of states in the region already deploy PATRIOT batteries and are exploring purchases of some missile defense capabilities under the auspices of the foreign military sales (FMS) program. We will work with the countries in this region to develop a Phased Adaptive Approach that integrates these capabilities into an effective system. [T]he United States and Israel coordinate extensively on missile defense issues. We have a long history of cooperation on plans, operations and specific missile defense programs. In addition to our regular consultations, the United States and Israel have conducted Juniper Cobra, a joint biennial exercise aimed at integrating interceptors, radars and other systems, since 2001. In 2008, our countries worked together to deploy a powerful AN/TPY-2 X-band radar to Israel to enhance Israel's missile detection capabilities. Our cooperative efforts on research and development have paid off on successful missile defense systems such as the jointly developed Arrow Weapon System. Earlier this year, Israel and the United States successfully detected, tracked, and intercepted a ballistic target missile using the Arrow Weapon System, which has the capability to defend Israel against short- and medium-range ballistic missiles. While we currently co-manufacture the Arrow-2, work is being done to design a more capable Arrow-3, which will be capable of intercepting longer-range ballistic missiles further from Israel. The United States and Israel are also co-developing the "David's Sling" Weapon System, which is designed to defend against short-range rocket and missile threats. The United States has also supported Israel's Iron Dome interceptor system, which has shown its effectiveness since its deployment near Gaza in April of this year. Conclusion [B]eyond bilateral cooperation, we need to develop regional missile defense architectures that will enable us to leverage our bilateral cooperation so that nations share ballistic missile defense information and capabilities on a multilateral basis. As Under Secretary Tauscher said in March, "there still is much more work to be done to implement new regional approaches outside of Europe." While we think about what a phased adaptive approach would look like in Asia and the Middle East, we recognize that each region has unique factors that will likely shape our approach in ways that are different from our approach in Europe. Each region has unique threats, capabilities, history, and geography. Our allies and partners in the Middle East and Asia have their own missile defense assets and each brings different advantages to the missile defense table.
