Manpower expands military recruitment for Australia

NEW YORK: Manpower Inc has won a $200 million, 27-month contract to run the recruiting program for the Australian military, expanding an earlier deal in what the global staffing services company calls the biggest recruitment outsourcing program in the world.

The program for the Australian Defence Force (ADF) will start in February and last 27 months. Manpower's services include recruitment functions from marketing and promotion to candidate screening and hiring.

Because such services generate higher profit margins, the ADF contract could add 10 cents to 14 cents a share to Manpower's earnings next year and in 2011, said William Blair analyst Timothy McHugh.

Manpower is forecast to earn $1.09 per share in 2010, according to Thomson Reuters I/B/E/S.

Manpower shares were up 2.4 percent at $56.44 in morning New York Stock Exchange trading. Merrill Lynch raised the stock to "buy" from "neutral" and raised the price target to $65 from $63.

The deal significantly increases both Manpower's recruitment process outsourcing (RPO) and its Australia operations.

In 2002, the ADF outsourced its recruitment function to Manpower. The contract between the ADF and Manpower led to the creation of an organization called Defence Force Recruiting, a coalition of the Army, Navy, Air Force, Manpower and two civilian subcontactor companies with a mandate to provide all recruitment and retention functions for the ADF.

That coalition's workforce will be retained, Manpower said.

GROWING INDUSTRY

Analysts have said RPO could be one of the growth areas of the staffing industry during economic recovery, as more employers choose to outsource this function as a way of cutting costs. RPO services generate higher profit margins than traditional temporary staffing services, according to a Manpower presentation.

RPO industry players include Adecco SA (ADEN.VX), Spherion Corp. (SFN.N), privately held Hyrian LLC and Kelly Services Inc. (KELYA.O).

A recent Kelly survey found large firms, and those based in Europe, are more likely to use RPO services, but most fill only a portion of their open positions this way. RPO is most often used to screen and test candidates, according to the survey.

Industry revenues are variously estimated at $800 million to $2 billion annually, with the variance coming from differences in how services are grouped.

Estimates peg future expansion at 10 percent to 15 percent a year, said Dirk Olin, editor-in-chief of HRO Today magazine, which covers the human resources (HR) industry worldwide.

"This is a landmark deal that further raises the profile of RPO in the public sector," Olin said.

Nezavisimaya Gazeta: Transnistria is a gunpowder cask


Moscow: Russia may strengthen its military presence in Moldova if Chisinau continues the violation the rights of Russian citizens living in Transnistria, as Transnistrian President Igor Smirnov announced to the Russian Nezavisimaya Gazeta newspaper. Smirnov commented on cases in which Russian passports of Transnistria nationals are being confiscated by Moldovan authorities.

The president cited the right the parliament gave to the Russian president to send Russian troops beyond the border if required by national interests.

Protection of Russian citizens, no matter where they live, is one of the priorities outlined by the current ruling power in Russia. According to Smirnov, this is what Russian President Dmitry Medvedev has pleaded at the April meeting in Sochi.

"He said that Russia guarantees the protection of its citizens, living in Transnistria", Smirnov remarked.

Canadian soldier killed in Afghanistan: NATO

KABUL: A Canadian soldier serving under NATO has died from a roadside bomb in Taliban-plagued southern Afghanistan, the alliance said Thursday.

NATO's International Security Assistance Force (ISAF) did not give an exact location for Wednesday's death of Lieutenant Andrew Nuttal....

Most of the 2,800 Canadian troops are deployed in southern Kandahar province, a hotbed of the insurgency.

The Canadian soldier's death took this year's international military casualties in Afghanistan to 503, according to an AFP tally based on independent website icasualties.org, which tracks military deaths in Afghanistan and Iraq.

This year has been the deadliest since the 2001 US-led invasion, backed by most NATO-member countries, ousted the Taliban from government.

There are more than 110,000 international troops stationed in Afghanistan....

The United States and NATO are to boost their military presence by another 40,000 troops next year in a bid to defeat the Taliban. But Canada has said it will withdraw its troops at the end of 2011, as scheduled.

Australian navy fires first upgraded SM-2

CANBERRA: The HMAS Melbourne has demonstrated the navy's updated naval air defense capability with the firing of a Standard Missile (SM-2) off Jervis Bay.

Minister for Defense Personnel, Materiel and Science Greg Combet said in a written statement that the SM-2 would be further enhanced throughout 2010. "This missile firing was the first time an SM-2 has been fired from an Adelaide-class frigate," Combet said.

"The missile was prepared, launched and supported in flight before engaging a target."

Combet said Melbourne is now equipped with two modern missile systems to combat anti-ship missiles and aircraft.

"HMAS Melbourne is an Adelaide-class guided-missile frigate (FFG) that has completed the multimillion-dollar FFG Upgrade Program and has recently undergone additional SM-2 related alterations to its combat system."

The Royal Australian Navy acquired four U.S. Navy-designed FFG 7-class guided-missile frigates in the late 1970s and early 1980s, according to the Australian Ministry of Defense. These ships - HMAS Adelaide, Canberra, Sydney and Darwin - were built by Todd Shipyards in Seattle.

All together, the USN built 51 FFG7-class ships between 1976 and 1988. The USS Oliver Hazard Perry, lead ship of the Oliver Hazard Perry class of guided-missile frigates (FFG7), was named after the American naval hero who was victorious at the 1813 Battle of Lake Erie. She was scrapped in 2005.

The SM-2 is a solid propellant-fueled, tail-controlled, surface-to-air missile fired by surface ships. It uses midcourse guidance for programming of the missile for radar search only, according to data available at Globalsecurity.com. The missile is redirected in midflight and then again during the terminal homing phase.

SM-2, also the U.S. Navy's primary surface-to-air fleet defense weapon, is deployed in several different configurations, ranging from the SM-2 Block IIIA up through the SM-2 Block IV ER for the U.S. Navy's AEGIS-compatible ships. SM-2's primary role is to provide area defense against enemy aircraft and anti-ship missiles.

The current generation of SM-2 Blocks IIIA and III has improved stability to increase performance against an advanced anti-ship missile threat. It is designed specifically to counter high-speed, high-altitude anti-ship cruise missiles.

Russia to develop new nuclear missiles and launchers

Russia will continue developing new nuclear missiles and launchers despite disarmament talks with the US, Russia's President Dmitry Medvedev says.

"Of course, we will develop new systems, including delivery platforms, or missiles. This is routine practice, the entire world is doing it," he said.

Speaking in a live TV interview, Mr Medvedev said this would not bypass agreements with the US.

Russia says it successfully tested a long-range SS-18 missile on Thursday.

The missile - called an RS-20 Voyevoda in Russia - was fired from Orenburg in central Russia and hit targets in Kamchatka, in the far east, the Ria Novosti news agency reported.

New treaty plan

So far Russia and the US have failed to find a successor to the Cold War-era Start 1 treaty. That treaty, which led to deep cuts in nuclear arsenals on both sides, expired on 5 December.

Asked why there had been a delay, Mr Medvedev said "this is a difficult question, a very difficult one".

"This is a treaty which determines the parameters for developing and reducing the strategic arms potential of two of the biggest nuclear states. We are moving very quickly as it is. We have agreed on almost everything."

Both sides have agreed to continue observing Start 1 - which was signed by Mikhail Gorbachev and George Bush Senior in the final days of the Soviet Union - until they reach a new agreement.

Under a joint understanding signed in July, deployed nuclear warheads should be cut to below 1,700 on each side within seven years of a new treaty - a huge cut on Soviet-era levels.

Nonetheless, between them the two countries will retain enough firepower to destroy the world several times over.
