Le rapport d'activité des trois dernières années et le texte d'orientation pour les trois prochaines ont été approuvés à une très large majorité des délégués. Bernard Thibault, le Secrétaire Général, a été facilement reconduit dans ses fonctions. Toutes les propositions visant à doter la CGT d'un plan de lutte concret et résolu contre la dégradation constante des conditions de vie des salariés ont été écartées. Le programme de la CGT ne contient aucune mesure portant atteinte à la propriété capitaliste. Dès lors, on comprend qu'à l'issue du congrès de Nantes, la presse capitaliste encense le « réalisme » et la « modernité » de la direction de la CGT.
